17974 NOTICE OF INTENT TO USE UNIFORM METHOD OF COLLECTING NON-AD VALOREM SPECIAL ASSESSMENTS The City Council of the City of Panama City Beach, Florida ("City") hereby provides notice, pursuant to Section 197.3632(3)(a), Florida Statutes, of its intent to use the uniform method of collecting non-ad valorem assessments levied within the bounds and area of the City for the cost of providing capital improvements, and/or essential services, and/or unpaid rates, fees and charges associated with fire protection availability and related services and facilities commencing in November 2018. The City will consider the adoption of a resolution electing to use the uniform method of collecting such assessments authorized by Section 197.3632, Florida Statutes, at a public hearing on December 14, 2017, at 6:00 PM in the City Hall Annex, George C. Cowgill Building located at 110 South Arnold Road, Panama City Beach, Florida. Such resolution will state the need for the levy and will contain a legal description of the boundaries of the real property subject to the levy. Copies of the proposed form of resolution, which contains the description of the real property subject to the levy, are on file at the City offices located in the City Hall Annex, George C. Cowgill Building located at 110 South Arnold Road, Panama City Beach, Florida. All interested persons are invited to attend. In the event any person decides to appeal any decision by the City with respect to any matter relating to the consideration of the resolution at the above- referenced public hearing, a record of the proceeding may be needed and in such an event, such person may need to ensure that a verbatim record of the public hearing is made, which record includes the testimony and evidence on which the appeal is to be based. 17990 Notice of Final Agency Action Taken by the Northwest Florida Water Management District Notice is given that Environmental Resource Permit number IND- 005-17167-2 was issued on October 27, 2017 to the Florida Department of Transportation (FDOT) for the construction of a new surface water management system designed to provide treatment and attenuation of stormwater in Basin 1 associated with the widening of S.R. 390 from just south of the intersection of S.R. 368 (23rd Street) to just west of the intersection of Frankford Avenue in Panama City, Bay County. These roadway improvements will include four additional travel lanes to S.R. 390, as well as curb and gutter, drainage inlets, and cross culverts associated with driveway connections. The proposed surface water management system for Basin 1 consists of two hydraulically separated wet detention ponds that will receive runoff from the project and contributing areas within the drainage basin by underground conveyance and provide treatment prior to offsite discharge to tributaries or surface waters associated with North Bay. There are existing wetlands and surface waters throughout the project area and any required mitigation has been satisfied through the purchase of wetland mitigation credits. The file containing the application for this permit is available for inspection Monday through Friday (except for legal holidays), 8:00 a.m. to 5:00 p.m. at the Northwest Florida Water Management District's ERP Office, 180 E. Redstone Avenue, Crestview, FL 32539. A person whose substantial interests are affected by the District permitting decision may petition for an administrative hearing in accordance with Sections 120.569 and 120.57 Florida Statutes, or may choose to pursue mediation as an alternative remedy under Section 120.573, F.S., and Rules 28-106.111 and 28-106.401-404, Florida Administrative Code.
